A Cluster is the term HIFIS uses for a group of Service Providers that share the same pool of Clients.

Programs in HIFIS 4 are a useful way to categorize your services, so that you can report out on them later.

Places are not quite as essential as Service Providers, but they're connected and it's important to understand the differences.

Any time in HIFIS 4 when you can say something like "my staff need to be able to..." then you are actually talking about user rights!
